This is a big week for national politics, and social media is full of people giving their thoughts on the Affordable Care Act (a.k.a Obamacare) and the government shutdown. Both Lady Gaga and Pharrell give thumbs up to universal healthcare, and they want to make sure everyone gets covered.
Many people view universal healthcare as a basic human right, so you can see why they'd be excited. Lady Gaga naturally got super stylish when she shared her pic about getting yourself covered by insurance:

Pharrell had the same written message on Instagram, but he looked pretty dressed down next to Gaga's theatrical costume:
Both Lady Gaga and Pharrell gave notes encouraging people to check out healthcare.gov. Going to that website will give you a better idea of what's going on. You can even watch a cartoon vid that talks you through what's happening.
