The obsession of photographing Hollywood's biggest stars has turned tragic after a paparazzo was killed chasing Justin Bieber's Ferrari. Do you think it's time for legislation? Justin and some of his Hollywood friends sure do.

The demand to photograph Hollywood's celebs has escalated into a money making industry, which often leads to paps chasing various the celebs like a little kid in a candy store. Although Justin wasn't driving his white Ferrari during the incident, he's urging for new legislation.

The Biebs revealed in a statement that his "thoughts and prayers are with the family of the victim," and that he hopes "this tragedy will finally inspire meaningful legislation…to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."

Miley Cyrus even took to Twitter to discuss this much overdue conversation:

These high-speed chases are happening far too often and the Biebs knows all about them. Justin was driving at an alarming speed as he was trying to avoid the chasing paps. With photographs selling for hundreds of thousands of dollars the the pressure is high to reveal the next celeb scandal. Or whatever.
